Peking, September 30, 1908.

IN view of unanimous consent of Powers to prohibition of importation of morphia, said prohibition will take effect from the 1st January, 1909, and Wai-wu Pu have so informed me officially.

Conditions enumerated in Sir E. Satow's note to Prince Ch'ing of the 1st March, 1906, appear to be satisfied, as sufficient provision is made for importation for medicinal purposes. China agrees to prohibit commercial manufacture, and duty will be reduced to 5 per cent. ad valorem. I therefore propose, if you approve, to issue Notification to British subjects warning them of new conditions.

I should be glad of your instructions as to issue of King's Regulation forbidding manufacture by British subjects. Sir E. Satow promised that one should be issued, and it would appear to be necessary.
